Does PORTNET play a role other than export licensing?

Export license management and establishment will now be exclusively through PortNet’s single window. The various steps are specified and explained in PortNet’s user guide.

Double work for forwarding agents to communicate all nomenclatures.

Once the license is domiciled, it is automatically integrated on the customs system (BADR). The forwarding agent is therefore not obliged to re-enter the same information.

How can I consult the answer of customs?

Simply view the history of your license to view the customs’ response. You can view the history of a license by clicking on the icon:

How to cancel the licence ?

To cancel a License, simply click on the "cancel" button. To do this, follow the steps in the user guide.
NB: You can cancel an Export License as long as it has not been imputed by the Customs.

How to follow up the licenses?
It is very simple. All you need to do is click on the menu “consult export licenses” or “export licenses management”:
And PORTNET will give you access to all your licenses. Select the one you want and you will find in the displayed screen (detail of the License) all the operations to the license in question.
How to go straight to export license entering stage without revealing the total nomenclatures?

Following the regulations in force, HS codes entry is obligatory while the subscription for an export license.

How to make sure on Portnet if the customs duty has been validated by the customs inspector ?
It is very simple; just click on the menu "Consult export licenses":
And PORTNET will give you access to all of your licenses. Select the one you want and in the screen that will be displayed (license details), you will find all customs imputation operations that are validated by the customs inspector.
I cannot display a license, how can I find on PortNet?

You need to use search parameters to display the licenses you are looking for:


 Management of Export Licenses □ License and Documents □ to access it, click on Export, fill in the fields corresponding to your license and click on “Search”.

I have changes to make on my license, how do I do that?

Please note you cannot modify a license that is already domiciled by your bank, I suggest you cancel it and create another one. To cancel a License, please follow the steps outlined in the Importer User Guide (pages 35 and 36).


NB: You may cancel an Import License as long as it has not been imputed by Customs and / or has not been the subject of any financial settlement.

The objective of PORTNET is the dematerialization of documents. For imputation, you will not have to present the licenses to the customs as they have all the necessary information concerning your license.

Should I wait for possible system or network breakdowns and avoid completing or viewing the declarations in the last minute?

PORTNET S.A has deployed all the necessary human and technical resources to ensure optimal quality and continuity of the services provided via the technical platform, particularly for the dematerialized management of export licenses.

It is noteworthy that the dematerialized services relating to the management of ports of call of all the ports in the kingdom are operational since 2011 without any major incident.

What is the operative event for customs imputation of export licenses?

The implementation of the imputation operation on BADR system generates the customs imputation.

What is the risk if an email confirming the imputation of an export license is mistakenly addressed to another operator? I have a real case of an email sent by mistake by PORTNET.

It is an isolated case that happened following a software bug which was instantly repaired by our technological partner.

 

Why not stay on both systems (for a sufficient period of time), manual and PortNet?

The dematerialized management of export licenses via PortNet was launched at the end of January 2016 and that from both systems (manual and PortNet). The transitional period (deemed sufficient) ended in the last week of February 2016 following the publication of the ministerial decree detailing the terms and conditions of the electronic management of the Licenses via PortNet.

Will the exporters using the platform require a training after receing access ?

PortNet is an intuitive system, detailed user guides are available to users in addition to the real-time support and assistance available to users thanks to the Helpdesk team put at their total disposal, whatever the type of request and / or complaint.

Following the filing of the subscription to PortNet services, our services carry out, in accordance with the first-come, first-served and prioritization rules, the necessary checks, in particular at the level of the database of economic operators registered at Customs in order to Ensure the continuity of operations in the system. In the event of non-receipt of the identifiers necessary for access to the system, an explanation request should be sent to the PortNet Helpdesk via e-mail, stating the following information:
 

     Business name;

How PORTNET works?

To use PortNet, first, you need to have the password and username credentials required to access the services offered by PortNet’s Single Window.

To do this, simply follow the procedure for accessing PortNet and create the subscription to PortNet’s services file, consisting of the following documents:

  • Delegation of access to PortNet (To be completed under the heading of the company, signed by the legal representative of the company and legalized)
  • Request for access to PortNet (To be completed under the heading of the company , signed by the legal representative and legalized)
  • PortNet subscription contract (PortNet access procedure): This document must be signed by the company's legal representative + the company's stamp and produced in 2 copies.

Is it possible to present today indicators on any improvements in terms of goods transit deadlines by Moroccan ports since PORTNET was commissioned?

Is there a possibility to delegate to two freight forwarders?

Yes, all you have to do is communicate the PortNet PIN to both of them. This is detailed in PortNet’s user guide.

Should we delegate access to PORTNET platform to our freight forwarder?

It depends on your internal management. You can manage your own operations via PortNet or delegate this task to your freight forwarder if necessary.

Import Licence

1. The customs inspector or the inspection body officer can not program my tracking sheet on Portnet. What should I do ?

In order to avoid passing to manual programming of the physical inspection and streamline the process of automatic management of tracking sheets, it is necessary to consult the list of tracking sheets concerning you online on PortNet regularly in order to correctly inform the handling operator concerned by the import file. It should be noted that automatic notification emails are transmitted by Portnet when a tracking sheet is created, which specifies in particular the following elements: The goods which will undergo a physical inspection; The customs or inspection body or bodies which will carry out the physical inspection; The scheduled date of physical inspection (if already filled in); The handling operator who will move the container (s) being physically inspected (Marsa Maroc or Somaport). For various reasons, the information relating to the handling operator may be missing or incorrect on PortNet, in particular in the case of an advance declaration or change of the operator by the shipping agent. It is thus essential that this information be corrected or filled in by the declarer concerned in order to avoid blocking the tracking sheet. Following the procedure below, the declarer fills in or updates the field relating to the handling operator

As you can see, the "Operator" field is empty, so PortNet does not have any information about the handling operator and therefore it is impossible to process this tracking sheet by the inspection bodies

2. In the same invoice, if you have two products with two different origins PORTNET gets blocked

No, two nomenclatures can be used with two countries of origin without problem. On the other hand, it is impossible to enter the same nomenclature twice + the same country of origin. The couple "nomenclature + country origin" can not be repeated. - The forwarder does not have control over the document: The forwarder can operate on the platform on behalf of an importer only if the latter has communicated to him the PIN code dedicated to these operations. For confidentiality and better management of your commitments, it is strictly forbidden to communicate the login and password to the forwarder. Only the PIN code is sufficient for the forwarder to operate on the platform on behalf of an importer. You can retrieve your PIN from the page of Creation of new import deed.

- It does not display the entered commitments: To check the commitments made on Portnet, just carry out a search with the possibility of using several filters and browse the results pages. For better use of Portnet, the fields "the creation date from" and "to" are mandatory. The other fields are optional.
20. The slowness of the awarding of the domiciliation number to the import commitment by the bank, the freight forwarder could not begin these formalities until the bank validates the domiciliation of the deed.

29. Does PortNet play any other role other than establishing import undertakings
  • The management of import deeds and the drawing up of import commitments must now be carried out exclusively through the PortNet One-Stop Shop. The various steps are specified and explained in the PortNet user guide

The terms and conditions for the subscription of the import deeds and the financial regulations in foreign currency are regulated by the laws, decrees and circulars established in this regard. Electronic subscription via the PortNet channel does not change the regulations in force.

In accordance with the regulations in force, the entry of HS codes is compulsory at the time of the subscription of an import deed.

31. Certain customs nomenclatures (example 841430, 841490, etc.) are not available in the goods section. How do you intend to resolve this problem that prevents the entry of import commitment?

The synchronization of Customs nomenclatures between PortNet and the Customs Information System is carried out regularly. The cases of desynchronization are treated immediately by the two entities.

It is strongly recommended to consult the site of On-line Assistance in Customs Clearance of Import Goods (ADIL) to verify the validity of the nomenclatures. In case of doubt or dispute, please contact the Customs DAAM team.

If the nomenclatures are valid on the ADIL site and do not appear on the PortNet list, it is recommended that the discrepancies be reported to the helpdesk for consideration as soon as possible.

32. The PORTNET system requires the nomenclature of each product, which hampers the smooth operation of the entry via this software because it excites several products whose exact nomenclature is sometimes ignored (as an importer)

The terms and conditions for the subscription of the import deeds and the financial regulations in foreign currency are regulated by the laws, decrees and circulars established in this regard. Electronic subscription via the PortNet channel does not change the regulations in force.

The precise determination of the goods to be imported is necessary both for the administration and for the importer himself so that he/she can evaluate their value and the related costs related to their importation (transport, logistics, customs, ...).

PortNet, in consultation with the administrations concerned, put in place simplification measures to limit the control and inspection at the time of customs declaration or imputation to the first 4 letters of the customs nomenclature in order to avoid any blocking linked to an error in the nomenclature in 10 positions.

The regulations also provided for a 10% margin of maneuver on weights and value.

The project's private public monitoring committee continues its work of continuous improvement of the processes implemented in the light of feedback from users.

33. The case of a provisional commitment, that is, a number of declarations per day, and in order to simplify the circuit, open a 30-day account with the same declaration number and on the 29th day regularization is expected

36. I have modifications to make on my deed, how to make them?

Please note that you can not modify a deed already domiciled by your bank, we suggest you cancel it and create another one. To cancel a deed, please follow the steps outlined in the Importer User Guide (pages 35 and 36).

37. How do I find and enter a nomenclature?
To search for a nomenclature, just type the code and click the Search button to view the result, see the screen below or the user guide:
If you have not found the nomenclature you are looking for, please consult the site of On-line Assistance in Customs Clearance of Import Goods (ADIL) to verify the validity of the nomenclature. In case of doubt or dispute, please contact the Customs DAAM team. If the nomenclature is valid on the ADIL site and is not on the PortNet list, please send us your code to helpdesk@portnet.ma for verification.
38. I can not proceed with the application for domiciliation, I do not see the button "domicilier" (domiciliate)

In order for the DOM domicilate button to be displayed, you must complete the entry of all the data of the deed, once done, click on the DOM button and follow the steps described in the user guide (page 12).

39. Who processes applications for domiciliation?

Domiciliation applications are processed by your bank and not by PortNet, the latter sends in real-time domiciliation applications to the bank in question.

4. What is the risk if an email confirming the imputation (affixing of some information on importation paper by the customs) of an import commitment is mistakenly sent to another operator? We have a real case of an email sent by mistake by PORTNET.

The import deed should not be regarded as a burning and emergency document. This formality is to be complied with at the time of the preparation of the commercial transaction with your foreign supplier and not after notification of the arrival of your goods to the port. This will allow you to optimize the time limit for the collection of your merchandise and its customs clearance and the reduction of the costs related to the passage of your goods at the borders.

The objective of PORTNET is the digitization of documents. For the imputation, you will not have to present the commitments to the customs as the customs have all the necessary information concerning your commitment.

7. Will the banks continue to send the imputations to the exchange office?

No, the latter will be systematically transmitted to the Exchange Office via PortNet.

8. I would like to know the different steps concerning the path of the import commitment, from the entry to the return to the exchange office?

It is very simple, just click on the menu « Consulter les titres d’importations » (Consult the import deeds):
